While it is true that fido packets do not need to be compressed -
outgoing packets *from* Hub 3 are compressed for many reasons.
So, while you can send uncompressed packets to Hub 3, Cosmo will need a compression tool to unbundle the packets Hub 3 builds and packs for him.
(Perhaps if I can nut out the case where it is overwriting packets, then
I can properly remove this restriction, but for now, its best to keep bundled packets. It also keeps the "outbound" somewhat clean - but I
could address that with some scripting to find orphan packets I guess.)
