It's in the ELIST. Duplicated for your convenience:
Your response does nothing to answer the question. The Elist is a
generic thing. I see much discussion here that seems to be quite specific, mentioning terms like telegraph, gates, etc. I was wondering what the discussion was about.

Telegram is a messaging app with a focus on speed and
security, it's super-fast, simple and free. You can use
Telegram on all your devices at the same time - your
messages sync seamlessly across any number of your phones,
tablets or computers.

Ah.. Thanks for clarifying your confusion. I suppose that we
should have referred to Telegram with its official descriptive
name somewhere in the beginning as Telegram Messenger.
This describes it quite nicely:

The idea is to make echomail accessible on a smartphone. Think
of it as an alternative to the HotdogEd or Aftershock methods.

Q: What is Telegram? What do I do here?
Thanks for the link. It does explain a lot for me. It
also let me know enough to know that it is not for me. To
start with, it sounds like it needs a mobile phone which I
don't have (yea -- old fogy) and/or SMS messaging. I
don't quite see how it is relevant to fidonet, but that is
ok.
The TgM+gate approach is not much different what Jamnntp does
to bring echomail to newsreader users.
If you would like to give it shot on your smartphone, install
Telegram and send me a Telegram message to @aabolins. I'll hook
you up to the namesake FUTURE4FIDO "group" over there.

Yes. FUTURE4FIDO is the only english-speaking Fidonet echo
gated on Telegram that I am aware of.
Hopefully more echo moderators would open up to the idea.

Of course. The Telegram gate only came to my attention not long

I don't see every echo suitable for this though. It's really up
